The The Green Block quest unlocks once the following conditions have been met:

Goals

Megapolis has too many highrises and not enough parks to relax in. We need to rebalance these factors and figure out some new bus routes that will make it easier for people to get to parks.

		Build Gosford Park Costs: 425,000  or 3  and 13 . Gives: 775  and 15,500  cap increase.
		Sign a Bus contract Cost: 2,800  and 24 hours (can be cancelled after starting) Gives (if completed): 13,500  and 95
