The Civil Defense Base is a production building located north of the Overpass Expansion Zone. It was added during an update on 10.25.2013 as part of the timed quest called Unknown Threat.

A total of 95 assets are needed to complete construction of the Civil Defense Base. This is equivalent to 95  if one were to buy every asset instead of waiting to receive them from neighbors.
